I’m not sure how that’s applicable exactly. The article I linked to deals with armed resistance by citizens before the police arrive. In several cases, that armed resistance significantly reduced the number of casualties. Therefore, having armed citizens is often a good thing. In the Virginia Tech massacre, you had a gun-free zone with a gun wielding maniac who shot 32 people. Restricting the arming of citizens in that case resulted in a large number of casualties.
How is Ronald Reagan getting shot related to the fact that armed citizens often reduce the number of casualties in a situation like this?
Lunatics always find a way if they are so inclined. My point is that armed citizens often reduce the effect of the lunatic.
